Memorandum of Understanding on Cooperation in the field of Transport between Pakistan & Azerbaijan

In order to develop cooperation in the field of transport between the Ministry of Communications of the Islamic Republic of Pakistan and Ministry of Transport of the Republic of Azerbaijan (hereinafter referred to as “the Parties”) negotiations were held in friendly atmosphere in Islamabad on 8 April 2005.

As a result of these negotiations, the Parties agreed as follows:-

1.            The Parties appreciated the existing relations in the field of transport between them. It was noted that these relations should be further developed. The Parties emphasized the importance of negotiations on settlement of transport problems, improving transport linkages and infrastructure and developing cooperation in the field of transport. In order to encourage cargo transportation along international transport corridors, the Parties emphasized the importance of

-              Overcoming possible obstacles during international transportation, facilitating transport procedures in accordance with national legislation to the international standards;

-              Application of coordinated tariff policy;

-              Application of transportation coordination and organization, creation of new transport technologies and logistic centers;

-              Strengthening of cooperation in the field of transit transportation and the activation of efforts in this direction

2.            In order to develop cooperation between the Parties in the field of transport and better use of transit capacity, the Parties agreed to sign the “Agreement on Combined International Transportation between the Islamic Republic of Pakistan and the Republic of Azerbaijan”.

3.            The Parties agreed to consider TRACECA corridor a priority for international and transit transportation and attached importance to the activities aimed at joining of the Islamic Republic of Pakistan to the Multilateral Agreement on the international transport for developing transport corridor Europe-Caucasus-Asia.

4.            The Parties emphasized the importance of exploring and exploiting the potentials of maritime transport of the Republic of Azerbaijan, which plays an important role in the operation of international transport corridors, by the Islamic Republic of Pakistan.

5.            In order to coordinate the legal system in the field of road transportation and to promote mutual cooperation in this field, the Parties agreed to sign “Agreement on International Road Transportation between the Islamic Republic of Pakistan and the Republic of Azerbaijan”.

6.            The Parties emphasized the importance of infrastructure rehabilitation, feasibility studies for road and rail rehabilitation and reconstruction projects, realization of projects on construction and management and mutual cooperation in financing these projects.

7.            The Parties emphasized the need to increase efforts towards the development of international transport corridors passing through the territories of the states of the Parties, effective operation of these corridors and attraction of additional cargo transportation to and from their countries.

                This MOU is signed on 13th April 2005 at Islamabad in two original copies in Azerbaijani and English languages, both texts being equally authentic. In case of discrepancy in the texts or divergence of interpretation, the English text shall prevail.
